This toolkit provides a framework aimed at tackling spam using a broad, multi-disciplinary range of instruments including regulation and enforcement, industry initiatives, technical measures, education and awareness initiatives, co-operative partnerships, spam metrics, and global cooperation. To combat spam it is necessary to put in place a multi-layered strategy, which addresses the spam problem under both regulatory and technical points of view, involves public and private players, aims to educate end-users, and facilitates international harmonisation and co-operation.
