Excellent survey of the extraordinary writ of amparo in Mexico, going back to the Constitution of 1857 & previously the provincial courts of Aragon in Spain. Designed for those oppressed by government at all levels, but has been used also by wealthy property owners and those accused of drug-related crimes. A sequel followed in the Hastings Constitutional Law Quarterly (date unknown) focused on federal trial courts in Mexico and the United States. This is an all-purpose remedy for constitutional rights violations, combining aspects of the Anglo-American writs of habeas corpus, mandamus, certiorari, coram nobis, prohibition, and injunction.
Could be copied by those favoring an affordable, simplified remedy for administrative abuse of discretion at all bureaucratic levels .... local, state, and national.
