About the author (1992)

Shafritz is a prolific author. He is a professor of public and international affairs at the University of Pittsburgh.

Albert C. Hyde is currently a consultant at the Brookings Institution. Previously, he served as Foreign Service Officer with the U.S. Department of State and was a senior associate with the New York State Legislative commission on Expenditure Review. He holds an MPA and a Ph.D. from the State University of New York at Albany.
