The area of 'technology transfer' has become on of the key international security issues of modern times. This book considers the nature and history of dual-use technologies such as the internet, the Global Positioning System and nuclear energy in space. For some technologies the civilian applications have been an irresistible spin-off from military developments, with a deliberate effort to promote the conversion of military technologies to civilian uses, while other developments evolve through the diversification of the military sector itself. With detailed and comprehensive analysis this book also considers the increasing north-south transfer of civilian technologies to less-developed countries and its impact on development programmes.
