Personelstrukturen er gammeldags og udelukkende beregnet på krig og karriere. Derved bliver personelomskiftningerne for talrige og kun "Yes-men" bliver tilbage. Alt i alt et sociologisk studie af årsagerne til amatørismen i verdens mest slagkraftige flåde, der på ingen måde siger forfatteren, mangler penge men snarere talent.
