A sensitive policy analysis of law should seek to measure and weigh all of the costs and benefits of legal rules. The basic insight of therapeutic jurisprudence is that law is a social force that produces therapeutic and antitherapeutic consequences for the people it affects. In this book, Winick - one of the founders of this new approach - uses his therapeutic jurisprudence lens to examine mental health law. In the field of mental health law, the therapeutic implications are rarely factored into legal and policy analyses of legal rules and practices. Although mental health law is designed to be therapeutic, it often produces antitherapeutic effects. With this in mind, Winick has compiled a series of essays systematically analyzing the law's therapeutic and antitherapeutic effects.

Suspended doctor plans to appeal. April 13, 2014, Brookline, MA — A Brookline doctor with Cape ties whose license was temporarily suspended Wednesday
plans to appeal, his attorney said in an email Saturday.
The state Board of Registration in Medicine suspended the license of Dr. Punyamurtula Kishore after finding that he posed "an immediate and serious threat to the public health, safety and welfare." Kishore closed clinics in 2011 without notifying patients in advance, according to the board.
Kishore operated several drug treatment offices on the Cape and Islands.
He has the right to appeal the suspension within seven days of the board's decision.
Kishore also faces a Medicaid fraud charge on allegations that he bribed the owner of sober houses with $597,000 in insurance kickbacks, to send patients needing urine screens to his treatment centers.
A motions hearing on the charge is set for May 19 in Suffolk Superior Court in Boston, according to a spokesman for Attorney General Martha Coakley. Coakley led a grand jury investigation that targeted Kishore.
He ran a 30-office chain known as Preventive Medicine Associates Inc.
"The attorney general's office has yet to bring Kishore's case to trial, instead continuing the case 11 times and counting," attorney Harold Jacobi of Lexington said, in a written response to the Times on behalf of Kishore. "Dr. Kishore is confident of acquittal and hopes to have his license reinstated on appeal or when he defeats the criminal allegations."

Kishore, an Indian national in the United States as a permanent resident, was ordered to surrender his passport because he is considered a flight risk.

Many of Dr. Punyamurtula Kishore's patients have died because of improper treatment and care methods. This Quack doctor ("Hitler"of Medical Geoncide) should not be allowed to practice medicine anywhere. Preventive Medicine Associates, formerly Addiction medicine Associates was a Death Camp (The Holocaust for Drug Addicts and Alcoholics, "Auschwitz" in Brookline, MA) I worked at his Brookline office and witness the death of many patients. Dr. Kishore should be arrested, arraigned and prosecuted for 1st. degree murder or manslaughter.
Dr. Punyamurtula Kishore was reprimanded, fined $2,500 and required to perform 50 hours of Board-approved community service and to complete additional continuing professional development credits. He was found to have inappropriately filed four Temporary Involuntary Hospitalization Applications for the purpose of drug treatment and drug testing. Dr. Kishore is a 1975 graduate of Andhra Medical College in India. He specializes in Addiction Medicine and has NOT been licensed in Massachusetts TO PRACTICE Addiction medicine !!!!!!!!!!!!!

Punyamurtula Kishore, M.D. and three other defendants will go on trial in April 8. 2014 for allegedly bilking MassHealth of almost $20 million, in what Coakley’s office calls an “intricate scheme” involving drug testing, sober homes, and his Preventive Medicine Associates (PMA).
According to Coakley, Kishore used various bribes or kickbacks to persuade sober house owners to require residents to submit urine tests at least three times per week. The tests were performed by PMA’s office laboratories, then billed to MassHealth, which pays $100 to $200 for such screens. Also charged in the case were Carl Smith, manager of New Horizon House, John Coughlin, president of Gianna’s House, and Thomas Leonard, part owner of Marshall House.
