This publication arose from a UN Regional Conference entitled "Decentralization: Conditions for Success" held in Yerevan, Armenia from 26 to 28 April 1999. The report includes the Yerevan Declaration in which the participants from Central and Eastern Europe and the Commonwealth of Independent States acknowledged that, inter alia, decentralisation plays a catalytic role in the democratisation and in accelerating the transformation process of the economy and society of their countries.
