Plots by exiled British King James II posed little threat to King William III, but to cement the loyalty of merchants and politicians at home and abroad, the King had Parliament pass an act requiring that the chief men of the British Empire swear to uphold the current government and its legally constituted successors. Thus, beginning in May of 1696, the Association Oath Rolls were subscribed throughout the British Isles and in British plantations in Americas (on both the mainland and in the West Indies, as well as among the British merchants stationed in Rotterdam, the Netherlands, and several other European cities.
