CHANGES IN PERSONNEL OF COMMITTEES.

Ties. Mr. G. W. Merrell, Assistant to General Manager, Norfolk & Western Railway, has been appointed Vice-Chairman in place of Mr. W. F. H. Finke, resigned.

Signs, Fences and Crossings.-Mr. C. H. Stein has been made Chairman in place of Mr. K. J. C. Zinck, resigned; Mr. A. M. Funk has been appointed Vice-Chairman.

Signals and Interlocking.-Mr. W. J. Harahan has been placed on the Committee in lieu of Mr. W. G. Besler, resigned.

Grading of Lumber.-Mr. W. H. Sellew having resigned as Chairman of the Committee, Dr. Hermann Von Schenk has been appointed to fill the vacancy.

Electricity. Mr. H. U. Wallace, Vice-President, Fort Dodge, Des Moines & Southern Railroad, has been appointed a member of the Committee.

PERSONAL NOTICES.

The headquarters of Mr. M. C. BYERS, Chief Engineer Operation, St. Louis & San Francisco Railroad, have been transferred to Springfield, Mo.

Mr. JOHN WARE, heretofore connected with the Boston Elevated Railroad as Assistant Engineer, has been made Assistant Treasurer of the Port Neuf Development Company, with office at Pocatello, Idaho.

Mr. C. F. LOWETH has been made Consulting Engineer of the Chicago, Milwaukee & Puget Sound Railway, in addition to his duties as Chief Engineer of the Chicago, Milwaukee & St. Paul Railway.

Mr. J. W. KENDRICK has resigned as Vice-President of the Santa Fe Railway System, and Mr. W. B. Storey, Jr., has been appointed VicePresident in charge of Operation and Construction.

Mr. J. M. FLOESCH has opened an office as Consulting Engineer and Contractor at 515 German Insurance Building, Rochester, N. Y.

Mr. C. N. MONSARRAT, heretofore Engineer of Bridges of the Canacian Pacific Railway, has been appointed Chairman of the Board of Engineers and Chief Engineer of the Quebec Bridge, with office at Montreal, Canada.

Mr. J. M. EGAN has been appointed Superintendent of the Illinois Central Railroad, with headquarters at Water Valley, Miss.

Mr. A. S. INGALLS, heretofore Assistant General Superintendent of the Lake Shore & Michigan Southern Railway, has been appointed General Superintendent, with office at Cleveland, Ohio.

The headquarters of MR. L. M. PERKINS, Engineer Maintenance of Way, Northern Pacific Railway, have been transferred to Tacoma, Washington.

Mr. J. P. SNOW having resigned as Chief Engineer of the Boston & Maine Railroad, Mr. A. B. Corthell has been appointed to fill the vacancy. Mr. Snow has been connected with the Boston & Maine Railroad since 1888 as Bridge Engineer. In June, 1909, he was promoted to the office of Chief Engineer. Mr. Snow is a member of the American Society of Civil Engineers, the Boston Society of Civil Engineers, New England Railroad Club, Association of Railway Superintendents of Bridges and Buildings, and of this Association. Mr. Snow was a member of the Board of Direction for a number of years, and also served as Vice-President. While acting as Chairman of the Committee on Iron and Steel Structures, the excellent specifications for steel railway bridges, which are now standard throughout the country, were formulated.

Mr. F. G. JONAH has been appointed Chief Engineer of the St. Louis, Brownsville & Mexico Railway and the New Orleans, Texas & Mexico Railway, with office at St. Louis.

Mr. F. W. GREEN, heretofore General Superintendent of the Louisiana & Arkansas Railway, has been promoted to the office of General Manager,

Sub-Committee "E"-Vertical Curves:

Sub-Committee "A" to present general specifications covering material and workmanship for frogs, crossings and switches, including the use of manganese and other special alloys.

The Chairman suggested that the work of the Sub-Committee as regards specifications has already been practically completed, and that the Sub-Committee should get its past work in shape, making such revision as may be necessary, for submission to the Association at its next convention; also, that it continue its investigations of the use of manganese and other specia! alloys and make a progress report. It was also suggested that the Sub-Committec look into previous conclusions reached by the Track Committee on the subjects under consideration and to confer with Sub-Committee "D" as to revision of the Manual.

Sub-Committee "B" to present general specifications for track bolts, nutlocks, tie-plates, common track spikes and screw-spikes. The Chairman suggested that this Sub-Committee should not attempt to make any recommendations for adoption by the Association other than tentative recommendations in order to outline the general types, principles, etc., for the purpose of preparation of designs and specifications of tie-plates and rail fastenings to be presented the following year.

A communication was read from Mr. S. S. Roberts, calling attention to inconsistencies in the plan for spring rail frog.

Sub-Committee "C" to study designs of main line turnouts. The Chairman suggested that this Sub-Committee prepare typical plans for main line turnouts for industrial switches, passing sidings, crossover switches for medium and slow speeds, and main line junctions.

It was also suggested that this Sub-Committee prepare a table showing speeds at which trains can be run over different degrees of curves with amounts of superelevation varying from zero to eight inches, under certain conditions, as to height of center of gravity and direction of the resultant force.

Sub-Committee "D" to review the work of the Track Committee for the past four years and secure such material as seems advisable to place before the Association; to revise this matter when deemed advisable and to consider the revision of the Manual as to rearrangement of matter, alteration of wording, etc. This Sub-Committee is also to confer with Sub-Committee “A” in regard to specifications previously adopted for frogs, crossings and switches.

Sub-Committee "E" to secure information by circular letter in regard to accidents due to derailments and broken couplings on vertical curves of various lengths, for the purpose of ascertaining the proper length of a vertical curve and possibly revising the recommendation given in the Manual on this subject.

The Chairman requested the various Sub-Committees to have their reports ready so that a Bulletin can be issued in October or earlier, if possible, the purpose being to invite and encourage discussion by letter

assigned to Sub-Committees "B" and "C," so that with the information secured from such discussion, these Sub-Committees can proceed with their work and have definite recommendations for action by the Association in March, 1913.

The Chairman also suggested that all Sub-Committees continue their work without interruption after the publication of the Bulletin, up to the time of the reorganization of the Committee after the convention in 1912.

WOODEN BRIDGES AND TRESTLES.

The Chairman of the Committee on Wooden Bridges and Trestles, Mr. C. C. Wentworth, has appointed the following Sub-Committees: Sub-Committee "A"-Report on formulas for determining the strength of sheet piling:
