This handbook is the second of a series of publications (Best Practice in Enterprise Development) designed to promote entrepreneurship in small and medium-sized companies (SMEs) throughout UN Economic Commission for Europe (UNECE) member states. It contains examples of best practice in the provision of business advisory, counselling and information services in the region, and seeks to determine the conditions needed to ensure the sustainability of these institutions. Conclusions drawn include that the provision of these support services are one of the most effective ways of assisting SMEs improve competitiveness; and that access to shared best practice is key to accelerating SME development in transition countries and in promoting co-operation in Europe.
