OBSOLETE and NON-AUTHORITATIVE. This is years out of date, and was applicable to only one pro tour anyway, not to pool playing in general. Get the current Billiard Congress of America (BCA) rule book (which includes the WPA World Standardized Rules for eight-ball, nine-ball and other serious games, or you can get them from wpa-pool.com online for free), as well as the most authoritative rule sets for numerous recreational, gambling and obscure games. BCA, formerly BAA has been consistently maintaining and publishing these rules since the 1940s, and theirs are the longest-running and best-accepted versions.
