The purpose of this document is to provide guidance to the Commander, Second Naval Construction Brigade (COMSECONDNCB) in the use of exiting facility resources for the SEABEE Camp Moscrip, Roosevelt Roads, Puerto Rico and in development of future facilities to meet known and projected mission requirements. Camp Moscrip at Roosevelt Roads is the deployment site for one of two Alert Battalions for the Atlantic Fleet (the second is a Camp Mitchel, Rota, Spain). As CINCLANTFLT's Alert Battalion they are tasked with providing war zone construction in support of fighting forces. To maintain readiness, active duty battalions deploy for seven months of construction training followed by seven months of homeport training which includes planning for the next deployment rotation. Tasking for deployments is determined by COMSECONDNCB, Norfolk and the Command in Chief, U.S. Atlantic Fleet (CINCLANTFLT).
