About the author (2006)

Sean Q Kelly is Professor of Political Science at California State University, Channel Islands. He earned his BA in Political Science from Seattle University in 1986 and his PhD in Political Science from the University of Colorado, Boulder, in 1992. He is a former APSA Congressional Fellow serving as a policy analyst for the Senate Democratic Policy Committee.
