The comment below makes me feel like the person writing it has no idea what he is talking about...If you want to have a starting bases as to what a federal Fictional state within a state is get this book......Title 28 USCA 3002 (15)(a) US is a federal corporation.
9 CJS 843 The US is a foriegn corporation with respect to a state.
Granted there are some errors in the book.

The lack of research and factual mistakes in this books leads to so many questionable statements and conclusions by the author, that I find it difficult to see any reason to recommend it except as a study of how not to write non-fiction.
