January 1st, 1874..Sir, In January 1873 you told me that you wished to have the woman's view as to the effect on girls of the system of education at pauper schools. You asked me if I would undertake to visit the workhouse schools, and report to you the conclusions at which I arrived.... I have given my attention almost exclusively to questions affecting the physical, moral and domestic training at the schools. I have not attempted to judge of the scholastic work, as I required all the time allowed me, for looking into the matters on which I knew that you more especially desired the judgment of a woman. I divided the inquiry into two parts, --1st. As to the present working of the system in the schools. 2d. As to the after career of the girls who had been placed out in the world. 1st, of my inquiries as to the working of the system in the different schools. The plan on which I proceeded was this: --I visited the 17 metropolitan schools once, postponing the more particular investigation of each school to a later period. When this round of visits was completed I went to see some country districts in England and Scotland, in order that I might compare the physical condition of the children in our metropolitan schools with that of children placed in private families. (See Appendix A.) I also visited orphanages, industrial schools, kindergartens, reformatories, &c. in England, and Scotland, and in Paris I went over some of the most important salles d'asile and orphanages, and saw some children boarded out in families. 2.
