DAVID M. WALKER, CPA, is a Partner and Global Managing Director of Arthur Andersen's Human Capital Services Practice. A former Assistant Secretary of Labor for Pension and Welfare Benefit Programs at the U.S. Department of Labor and public trustee for Social Security and Medicare, he is a frequent speaker, congressional witness, author, and advisor on a variety of retirement policy and planning issues.
