About the author (1999)

William N. Waggener earned his B.S.E.E. from the Rose Hulman Institute of Technology and his M.E.E. from the University of Florida. A recognized expert in telemetry systems, Mr. Waggener has more than 35 years of experience in communication, electro-optical, and recording technology. He is the president and founder of Chestnut Mountain Group, a research and development consulting organization in Sarasota, Florida. He holds ten patents, is the author of Pulse Code Modulation Techniques (1995), has published nearly 40 technical papers, and is a life senior member of the IEEE.
