One of the best books ever written on Government Strategy, especially from the citizen/community viewpoint. This is almost the uk government policy....... Written back in 1992, still valid, still relevent. This was the gub of my Masters Thessi in 1999. Using it again now in 2011, as part of a PhD literature review. Excellent case studies and model apporaches to solving community based service delivery problems. Even quoted in the Time on Friday 14th October 2011. Recommended for all students studying Public Policy.
