My current doctorate dissertation is on government performance. I also have 10 years as a consultant doing same. Osbourne himself lamented the failure of his ideas to take hold in local government. The problem with this book is that out sourcing many government functions is a failure in terms of ethics and equity. Should your fire department not show up at your house if you haven't paid your subscription dues? Should libraries turn a profit or turn a collection agency on you for an overdue book?

David Osborne, managing partner of The Public Strategies Group, has served as an advisor to Vice President Al Gore, a consultant to America?s public sector managers and a counselor to leaders worldwide. He lives in Essex, Massachusetts.
