Vocational Training in the Netherlands: Reform and Innovation, Volume 85This volume presents a report on recent developments and current policy objectives in vocational education and training in the Netherlands. The study is based on a conceptual and analytical framework jointly elaborated by the Organisation for Economic Cooperation and Development Secretariat and representatives of member countries. Organized in two parts, the first part of the report focuses on the following themes: the organizational conditions for shared responsibility and cooperation of government and industry in developing open and effective pathways for education and training; the successful expansion of high-quality vocational-technical education and training at the postcompulsory stage and in higher education; the consolidation of vocational education and training institutions, and the importance of organized industry involvement at the level of sectors and branches of economic activity. Following a general overview of these themes, the second part of the report describes developments in four areas of economic activity that have affected the needs and demands for knowledge and skills: tourism, the printing industry, installation technology, and computer numerical control (CNC) machining and flexible production automation. These sectoral case studies reveal that shifts in vocational education and training run parallel to changes in industry structures. The national and sectoral qualification structure presently in elaboration will reinforce the integration of school- and firm-based pathways, and thereby better harmonize training with industry needs.
