A trainload of state-of-the-art Russian nuclear ICBMs set out from Kiev to Odessa to be disarmed. But all that arrived in Odessa was a shipment of obsolete, ineffective missiles. Somewhere a switch had been made and whoever was responsible now controlled a fearsome arsenal powerful enough to ignite a nuclear conflagration. With time running out, Commander T.C. Bogner has to use all the high-tech resources at his disposal to unravel the tangled plot and prevent the delivery of the missiles.
