Although the big Alan Moore Christmas bonanza somehow yielded only Book 2 of this collected series, it is so compelling that the second half alone was quite fulfilling. "Top Ten" is slang for Precinct 10, the overworked cops policing Neopolis, a city where everyone has a super power and an alter ego. The motley ensemble charged with upholding the law in Neopolis face a variety of challenges, many of which turn out to be interconnected -- but the real charm here lies not in the plot but in the funky details, and in the startlingly distinct and likable characters. One to go back to.
