In Page 10, Notation an Numeration , it just talk about the "Zero" which is defined and Cypher or naught.
In Page 10, Paragraph 4 , defines '0'
The Character "0" is used to denote the absence of
the things. The other nine figures are called significant figures or digits.
To denote there is no apple in basket we use there '0' apple in basket.
