World Bank Discussion Paper No. 338.Reviews the World Bank's recommendation that governments charge user fees for social services for the nonpoor and looks at the impact of these policies on the poor. The study inventories country experiences and Bank activities in cost sharing for education and health, reviews African experiences with its implementation, and assesses the lessons learned. The authors discuss the practical problems confronted in implementing cost sharing and protecting the poor and present a series of interrelated actions for achieving the goals of basic education and health for all.
