About the author (1999)

Cohen was an Institute Fellow of the Harvard Institute for International Development for 18 years.

Peterson is an associate of the Harvard Institute for International Development. He is currently managing a project to reform Ethiopia's financial systems under that country's civil service reform. He holds a doctorate in political science.
