Was it incompetence or pure racism???? You have group of people that would make Barney Fife look like Sherlock Holmes. But was it on purpose???
Great book, very detailed account of what happened. I had a hard time putting it down.
I had to keep reminding myself that this was late 80's and early 90's and not 40's and 50's.
