Howard Rahtz is a lieutenant with the Cincinnati Police Department and is currently assigned to the Police Academy. He has served as a beat officer, patrol supervisor, and shift commander. He previously served as a supervisor in the department's Community Oriented Policing Unit and as Assistant Commander of the Planning Section. The author is an adjunct faculty member with the University of Cincinnati and an instructor with the Tri-State Regional Community Policing Institute.
