Page 398 - Secretary, shall form a quorum. In case of equality of votes, the Chairman to have a casting vote. Any Candidate may be elected with the consent in writing of one Member of the Council, the Treasurer, and the Secretary. 4. Three Members of the Council shall retire in rotation annually, but shall be eligible for re-election. 5.
