SPEED participants will be assigned to work in reclamation of public facilities, cleaning flood debris, providing special public aid available to flood victims and other flood-related activities.

Who is eligible to participate in this type of work?

All unemployed persons 18 years of age or older are eligible to be enrolled in SPEED. You will be paid an $80.00 stipened for a maximum of 40 hours work.

SPEED

The Special Program for Emergency Development (SPEED) was established by the Federal Government to provide short-term work experience for unemployed persons in activities which provided relief from the flood disaster caused by Tropical Storm Agnes. Pennsylvania was allocated 5.1 million dollars in stipends for this program.

The SPEED Program became operative in Pennsylvania (in all counties and cities) on July 21, 1972, and completed in all areas of the Commonwealth (except Luzerne and Wyoming Counties) on October 11, 1972. The program was extended in the two exception counties until November 10, 1972.

Management of the program was designated, through the Department of Labor and Industry, to the Bureau of Employment Security who administered SPEED in cooperation with public and private non-profit agencies engaged in flood disaster relief activities. Organizations such as Boroughs, Townships, Cities, Counties, Red Cross, YMCA, School Districts, Girl and Boy Scouts, American Legion, etc., were the principal beneficiaries.

Enrollees were permitted a maximum of eight weeks work for which they were given a stipend of $2.00 per hour (up to 40 hours per week) take home pay.

Control of the program was through BES Local Offices under the direction of Director for Employment Service located in the Labor and Industry Building, Harrisburg.

SPEED

SPECIAL PROGRAM FOR EMERGECY EMPLOYMENT DEVELOPMENT IN PENNSYLVANIA

AN INFORMATIONAL PAMPHLET

I. PURPOSE AND DESCRIPTION OF SPEED

A. PURPOSE

The Special Program for Emergency Employment Development (SPEED) has been established to provide short-term work experience for unemployed persons in activities which provide relief from the flood disaster caused by Tropical Storm Agnes. Pennsylvania will be allocated $5.7 million for this program.

B. PROGRAM SUMMARY

The SPEED program will operate in all of the counties and cities in Pennsylvania since the entire state has been designated by the Office of Emergency Preparedness as being eligible for Federal disaster assistance as a result of Tropical Storm Agnes.

The Pennsylvania State Employment Service, as prime sponsor, will recruit and refer unemployed individuals to public and private non-profit organizations which are engaged in flood disaster relief activities. SPEED participants will be assigned to work in the reclamation of public facilities, clearing flood debris, providing special public aid available to flood victims and other flood-related activities.

Persons may be enrolled in a SPEED program for a maximum period of eight weeks, during which time they receive a stipend of $1.60 to $2.00 an hour. All projects will terminate 12 weeks after State funding. In Pennsylvania, that date will be October 13, 1972.

II. SPONSORSHIP

A. PRIME SPONSOR

The State Employment Service will be the prime sponsor of SPEED and will have sole responsibility for the timely initiation, effective operation, and prompt termination of SPEED projects within the State. Management of local projects on a day-to-day basis will be delegated to local Employment Service Office Managers to administer the project in accordance with the SPEED guidelines.

B. OUTLINE OF RESPONSIBILITIES

1. State Employment Service.-A. The State Employment Service has the responsibility to serve as project prime sponsor and in that capacity:

(1) coordinate planning and operation closely with any agency designated to direct flood disaster relief activities;

(2) closely monitor local projects;

(3) provide technical assistance to local offices; and

(4) review local projects to assure nondiscrimination on the ground of race, color, national origin, sex, or age.

b. The State Employment Service may terminate a project after consultation with the local office manager.

2. Local Employment Service Office.-The local Employment Service manager is responsible for:

a. serving as project officer for the prime sponsor in managing the project; b. coordinating through agencies (such as Civil Defense, etc.) set up to direct flood disaster relief activities in the local areas;

c. Informing the user agencies of their equal opportunity and nondiscrimination obligations under the Civil Rights laws and the Department of Labor's rules and regulations;

d. recommending to the State Employment Service when a local SPEED project should be terminated earlier than the maximum 12-week period.

III. USER AGENCIES

A. USER AGENCY ELIGIBILITY

Public and private non-profit organizations which are engaged in flood disaster relief activities are eligible to become user agencies. Priority will be given to those agencies which offer work assignments that provide the greatest public benefit in flood disaster relief.

B. SELECTION OF USER AGENCIES

State and local Employment Service Offices are responsible for user agency selection. Where a State or local agency has been designated to direct flood disaster relief activities, the Employment Service will work through that agency, to the greatest extent possible, in the selection of user agencies and distribution of work-site assignments.

C. ACCEPTABLE WORK ASSIGNMENTS

SPEED participants may only be assigned to work which is directly involved with restoring flood devastated property and/or bringing relief to victims of flood disaster. Acceptable assignments include such activities as flood debris clean-up work, distribution of food to flood victims, providing flood-related medical aid to flood victims and flood-related construction and restoration of public property. SPEED participants may, under supervision of the user agency, work on private property so long as they do not perform construction work.

D. NATURE OF AGREEMENT BETWEEN THE EMPLOYMENT SERVICE AND THE USER AGENCY

The Employment Service and the user agency will enter into a written Memorandum of Agreement which briefly outlines the number of slots, the length of time, the nature of supervision to be provided, and a description of the work. The agreement will specify that no funds will flow from the Employment Service to the user agency, and that the user agency will be subject to monitoring by the sponsor.

No agreement will be necessary when the Employment Service provides the work experience sites in its own agency.

E. DISPLACEMENT OF WORKERS

The SPEED program may not be used to:

1. displace full-time or part-time employes; or

2. substitute for existing authorized vacancies; or

3. impair, in any way, employment of earning opportunities for regular employes of the user agencies.

IV. ELIGIBILITY REQUIREMENTS

A. AREA ELIGIBILITY

The areas eligible for SPEED are all the counties and cities in Pennsylvania designated by the Office of Emergency Preparedness as being eligible for Federal disaster assistance as a result of Tropical Storm Agnes.

B. PARTICIPANT ELIGIBILITY

1. Criteria for Participant Eligibility.—All unemployed persons 18 years of age or older are eligible to be enrolled in SPEED.

There is no requirement for veterans' priority in SPEED. Within the guidelines herein established, no one shall be declared ineligible in violation of applicable Civil Rights legislation.

2. Priority for Enrollment.-a. First priority for participation shall be given to those who are unemployed as a result of Tropical Storm Agnes and who are not otherwise eligible under regular UI or disaster UI programs.

b. Second priority for participation shall be given to all others unemployed as a result of Tropicai Storm Agnes.

c. Third priority for participation shall be given to all others eligible.

V. PROGRAM DURATION

The SPEED program will last 12 weeks from the time of State funding; thus, the program will end October 13, 1972. Projects will be expected to phase into full enrollment within the first four weeks of the program. Any participant enrolled after the beginning of the fifth week will have less than the maximum eight-week enrollment opportunity.

VI. LENGTH OF ENROLLMENT

Participants will be enrolled in the SPEED program for a maximum period of eight weeks. There will be no extensions of enrollment period.

VII. PARTICIPATING TERMINATION

A participant will be terminated from SPEED if:

1. he has completed the maximum eight-week enrollment;

2. he has taken full-time employment;

3. the SPEED project terminates;

4. he is absent for more than the allowed 32 hours; or

5. he cannot conform to the work routine of an assigned worksite.

VIII. DESCRIPTION OF SERVICES

Because the SPEED program is a very short-term project, there will not be any training or formal employability development services.

A. RECRUITMENT

The Employment Service will assess the community to locate eligible SPEED candidates and advise them of available SPEED opportunities.

B. ENROLLMENT

The Employment Service will determine eligibility of applicants according to the eligibility and priority criteria established for SPEED.

Those eligible will be enrolled and referred to the user agencies which can provide a worksite most appropriate to the participant's skills, most recent occupation, and/or training or future employability.

C. DEVELOPMENT OF SPEED SITES IN USER AGENCIES

Employment Service staff will develop worksites which meet the criteria established for the SPEED program. Prior to placing an individual at a worksite, the job developer should determine that the user agency is prepared, both in intent and capacity, to provide the support and supervision the participant requires. IX. WORK STANDARDS

A. NATURE OF WORK EXPERIENCE

To the extent possible, the participant will be placed in a worksite where the work performed is occupationally related to prior training received, the occupation in which he has been working since training, or will improve his employability.

B. HOURS

Participants may be scheduled for up to a 40-hour work week. Part-time participation is allowable. Absences may be excused for good cause at the discretion of the worksite supervisor in keeping with policies of the user agency, up to a maximum of 32 hours for an eight-week enrollment period. Unexcused absences will result in pro-rata reduction in stipened. Continued unexcused absences shall be cause for termination of the participant.

C. PARTICIPANT COMPENSATION

1. Stipends. Participants in SPEED shall receive a weekly stipend computed at $2.00 an hour, except that where the prevailing hourly rate for that occupation in the user agency is less than $2.00 an hour, the wage may be adjusted to that rate to a minimum level of $1.60 an hour, so long as there is thereby no violation of State or local minimum wage law.

Participants who are receiving public assistance payments will receive a stipend of $30 with no deduction from their public assistance payments.

2. Transportation Costs.-No participant's daily transportation costs between residence and work-site will be reimbursed by SPEED.

3. Part-time Employment.-SPEED participants may engage in part-time employment for up to 20 hours per week outside SPEED at no reduction in stipend. When part-time employment exceeds 20 hours in any one week, stipend payments will be reduced by the amount of his earnings received in excess of the 20 hours a week.

X. EMPLOYMENT SERVICE MONITORING

The Employment Service is responsible for monitoring the user agencies. Particularly, ES must assure that the work being performed is directly related to disaster caused by Tropical Storm Agnes and that any work done on private property does not include construction.

XI. DEFINITIONS

1. Enrollee is an individual participant found qualified for enrollment in SPEED who is enrolled by a local Employment Service office.

2. Sponsor Agency is the State Employment Service office that administers a SPEED project(s) in an area of flood disaster as authorized by the Manpower Administration.

3. Stipend means an income maintenance payment made weekly to individuals who are enrolled in a SPEED project.

4. User-agency is a non-profit or public agency that has an agreement under the SPEED program to provide a supervised work experience situation for participants.

5. Week is a period of seven calendar days within which the user agency operates on a work schedule (usually five days). By agreement between the sponsor and user agencies, the week may begin on Sunday, or any other calendar day, and end accordingly.
