Persons who testified or submitted written statements included the Pennsylvania Department of Education's Commissioner for Elementary and Secondary Education; the Chapter 1 coordinators from Hanover Public School District, South Middleton School District, and Shippensburg Area School District; the director of Migrant Education and the Lincoln Intermediate Unit; a Chapter 1 teacher from York City School District; superintendents from the Carlisle Area School District, Conewago Valley School District, and York City School District; a language arts supervisor from Gettysburg Area School District; a parent; and the director of the Pennsylvania Department of Education's Bureau of Corrections. The testimony addressed the importance of the legislation for providing a build-a-base approach to services to families and children in Pennsylvania, and for funding staff development and performance-based assessment.
