In general I find Haley to be well researched, doctrinally sound, and ready to repeat the opinions of multiple thinkers rather than to advance his own pet hypotheses. This is often the first book I consult when wondering how various statements in the Bible fit together. It does not cover every subject and hypothesis (for instance the comments on the genealogy of Christ which Eusebius preserves are not mentioned), but there is a lot of useful information in it.
