N. B.-All letters to and from foreign countries, (the British North American Provinces excepted,) are to be charged with single rate of postage, if not exceeding the weight of
two rates for every ounce, or fractional part of an ounce, over the first ounce.

Newspapers.-Between the United States and Great Britain, the United States postage on each newspaper is two cents, which must be collected whether the paper is sent or
received. In like manner, the British office collects its portion, also, of two cents per newspaper. Thus, though such paper comes (as it should do) marked "Paid," there is still
